The norms and standards for the elementary education in India are given under the right to education act. Under the section 19 and 25 of the Right to Education Act, 2009 the norms are made compulsory and a school failing to cope up with the rules can be punished under the law.
Section 19 and Section 25 of the Right to Education Act, 2009
The section states that no school can be established and recognized in India unless it fulfils the norms and standards specified in the schedule. Section 25 describes that the pupil-teacher ration should be maintained according to the schedule and no teacher posted in the school can be made to serve in other school or office and for non-educational purpose other than population census, election and disaster relief programs.
Number of Teachers in a School
For first to fifth class for up to 60 students admitted there should be two teachers and then for every increment of 30 children one more teacher should be appointed. Above one hundred and forty students a head teacher is a necessity and in any case the pupil-teacher ratio should not exceed 40.
